The rule in Singapore is straightforward: you can only rent and drive a car on a licence that is currently valid for the class of vehicle, and the insurance on the rental is only valid if the driver is.

What counts as a valid licence for car rental in Singapore
To rent a car from Fresh Cars you need a Singapore driving licence of Class 3 (manual and automatic) or Class 3A (automatic only) that has not expired, been suspended or been revoked. Probation-plate (P-plate) holders hold a valid licence but are subject to the insurer's conditions — ask us before booking. Foreign visitors can rent with their home-country licence together with an International Driving Permit (IDP) and passport; work pass holders who have been in Singapore for more than 12 months need to have converted to a Singapore licence.
An "invalid" licence for rental purposes means any of the following: expired, suspended under the Driver Improvement Points System, revoked by a court, a class that does not cover a car (for example Class 2B motorcycle only), or a foreign licence without an IDP. In all of those cases we cannot release a car, because the comprehensive insurance included in every rental is void if the driver is not properly licensed — and an accident in that situation would leave the driver personally liable for the full cost.
What to do if your licence is not valid right now
If your licence has simply expired, renew it through the Singapore Police Force's e-services and rent once the renewal is confirmed. If it is suspended, wait out the suspension — we can hold a booking for you. If you are a foreign driver, obtain an IDP from your home motoring authority before travelling; we cannot accept a foreign licence on its own.
For private hire drivers the bar is higher: in addition to a valid Class 3/3A licence you need a valid Private Driver's Vocational Licence (PDVL) from LTA before you can rent a car for Grab, Gojek, Tada or Ryde. A suspended PDVL means no PHV rental, even if your driving licence is fine.

A valid Class 3 or 3A licence (or foreign licence plus IDP and passport), your NRIC or FIN, and a credit or debit card for the refundable deposit of $500–$2,000 depending on vehicle category. Rentals start from $60/day, $270 for a Friday-to-Monday weekend, $385/week or $1,400/month, with insurance, road tax and 24/7 roadside assistance included.
